Today, Sen. Tom Davis (R-Beaufort) produced a document from CMS (Center for Medicare Services). This document further validates the 
funding mechanisms that Ryberg & Davis used to present their balanced budget. The alternative budget uses Federal Medicaid Matching Funds to fill deficit holes in agencies that haven’t been properly funded.
There was a legitimate arugment that Davis’s mechanism was inconsistent with CMS. Davis had the challenge to prove to the body, that his proposal would not result in a Federal lawsuit. This document makes the case that he’s correct in his funding.
