In a bold move for the taxpayer, the SC House Leadership is playing some serious hardball.<\/p>\n<p>House Speaker Bobby Harrell, (R-Charleston), and Ways and Means chairman Dan Cooper, (R-Piedmont), said they might hold up final budget negotiations in an attempt to get the Senate to deal with Transportation Department reform and a cut in the state income tax rate. <br \/>Both Harrell and Cooper said DOT reform and the income tax cut are important enough to members to take the action.
