Revenue Director Burnie Maybank today in unveiled a dynamic fiscal impact analysis for the 2009 Education Opportunity Act, South Carolina\u2019s new parental\u00a0<span class=\"il\">choice<\/span>\u00a0legislation.<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u201cThis bill is about helping all students\u00a0<\/span><\/span><span style=\"font-family: Tahoma; font-size: x-small;\"><span>\u2013<\/span><\/span><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0and all taxpayers,\u201d Sen.<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>Thomas said. \u201cIt\u2019s also about giving public schools more resources per child. As a longtime, passionate supporter of public education in South Carolina, I believe that we have an obligation to do both.\u201d<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u201cWe have to stop pretending that these goals are mutually exclusive, and we have to start recognizing that you can be for parental\u00a0<span class=\"il\">choice<\/span>\u00a0and for public education at the same time,\u201d Sen. Thomas added. \u201cWho can be against simultaneously empowering parents and freeing up more money per child within the public system?\u201d<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u201cOur school system is failing far too many children.\u00a0 We have to try something new, and the good news is that we can do that in such a way that saves the state money and lets our public schools have smaller class sizes and better student-to-teacher ratios,\u201d said Sen. Bryant. \u201cWhen you put the goal of the individual child\u00a0<\/span><\/span><span style=\"font-family: Tahoma; font-size: x-small;\"><span>\u2013<\/span><\/span><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0not the individual bureaucracy\u00a0<\/span><\/span><span style=\"font-family: Tahoma; font-size: x-small;\"><span>\u2013<\/span><\/span><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0first, this proposal is a no-brainer. It\u2019s only when your concern is more for the administrative functions that you start to see opposition.\u201d<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>According to Maybank\u2019s analysis\u00a0<\/span><\/span><span style=\"font-family: Tahoma; font-size: x-small;\"><span>\u2013<\/span><\/span><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0which unlike previous BEA reports factors a reasonable average private school tuition rate and a conservative demand estimate\u00a0<\/span><\/span><span style=\"font-family: Tahoma; font-size: x-small;\"><span>\u2013<\/span><\/span><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0the Education Opportunity Act would save S.C. taxpayers $5.4 million its first year.<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Californian FB'; font-size: x-small;\"><span>\u201cI have used the BEA numbers,\u201d Maybank said. \u201cWhat I have done, however, is used a dynamic model to reach more accurate conclusions.\u201d<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>SENATORS UNVEIL FISCAL IMPACT FOR 2009 EDUCATION OPPORTUNITY ACT* \u00a0 *April 2, 2009*\u00a0\u2013\u00a0State Senators David Thomas and Kevin Bryant joined former S.C.
