This project was done in cooperation with Arduin, Laffer &amp; Moore Econometrics. Remember Dr. Arthur Laffer was Reagan&#8217;s chief economist. The findings? \u00a0The $700 million stimulus that Gov. Sanford has refused would have resulted in job losses for South Carolina; specifically 23,800-34,850\u00a0<em>additional<\/em>\u00a0jobs lost.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">Here are a few highlights. <a href=\"http:\/\/www.scpolicycouncil.com\/pdf\/Stimulus_Report.pdf\" target=\"_blank\">Click to see the full report.<\/a><\/span><\/p>\n<p class=\"MsoNormal\">Federal government spending comes with a cost to the private sector, ether higher taxes today or more borrowing which produces higher taxes later.<\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">Total government expenditures relative to the private economy appropriately measures the burden created by total government spending. The government expenditure wedge (GEW) is defined as\u00a0government expenditures divided by net domestic business output. *(the lower the better)<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">Increase in Government spending results in an overall downturn in the economy. Examples<\/span><\/p>\n<p class=\"MsoListParagraphCxSpFirst\"><span style=\"font-size: small;\">&#8211;<\/span><span style=\"font-size: small;\">Between 1950 and 1965 GEW was low (32.4%) later it grew 5.5%. Private sector expansion was 3.6% per year.<\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><span style=\"font-size: small;\">&#8211;<\/span><span style=\"font-size: small;\">Between 1965 and 1983 GEW rose to 49.0% private sector slowed to 2.5%<\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\"><span style=\"font-size: small;\">&#8211;<\/span><span style=\"font-size: small;\">1983 \u2013 1988 GEW fell to 45.7% and the private sector grew to 5.1%<\/span><\/p>\n<p class=\"MsoListParagraphCxSpLast\"><span style=\"font-size: small;\">&#8211;<\/span><span style=\"font-size: small;\">(continues trend GEW up = Private sector down see page 2)<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">Result: Accepting federal dollars causes a slowing in the private sector. 1.7 million jobs lost in US +\u00a0<span style=\"text-decoration: underline;\">23,800 \u2013 34,85 additional jobs lost in SC.<\/span><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\"><span style=\"text-decoration: underline;\">No such thing as a free lunch.<\/span><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">-More government spending creates lower private sector \u2013<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">-Lower private sector produces higher unemployment \u2013<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">-Higher unemployment creates more unemployment benefits.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">-THEREFORE \u2013<\/span><\/p>\n<p class=\"MsoNormal\"><em><span style=\"font-size: small;\">-More government spending creates greater costs to states in unemployment benefits.<\/span><\/em><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">Government spending\u00a0directly produces\u00a0higher state taxes.<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">After the stimulus bill<em>\u00a0the SC GEW will be 61.0%<\/em><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">Conclusion:<\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\"><span style=\"font-size: small;\">The Stimulus plan will be detrimental to SC, causing a slowing in the private sector, higher unemployment, higher state spending and \u00a0higher state taxe<\/span><span style=\"font-family: 'Times New Roman'; font-size: small;\">s.<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0 Today, the South Carolina Policy Council unveiled\u00a0a study: &#8220;The Economic Impact of Federal Spending on State Economic Performance: A South Carolina Perspective.
