Treasurer Loftis: no on taxes

Many local governments and special interest groups across our state have decided that now is the time to raise your taxes. I understand their arguments because I also want better roads, education, drainage, and infrastructure.  However, as your State Treasurer, I have seen how all levels of government “manage and protect” your money, and the current standards are simply unacceptable.

I probably don’t live in your county, so I must respect your right to tax yourselves. However, we must have fundamental change in how our government operates. Implementing true fiscal responsibility and accountability are the first steps government can take to earn our trust.

Since the government and special interests want our money now, the time we should bargain for a “better deal” is now. Let’s say NO to new taxes and YES to meaningful transparency and accountability. Let’s say NO to back room deals with special interest and YES to high-ranking government officials being held responsible for protecting our money and delivering a quality product. 

I’m going to vote NO on new taxes at the polls on Tuesday, and I encourage you to do the same.  Let’s give the government and special interests a rain check for a vote on new money until the proper measures are in place to protect our money and deliver what is promised by special interests.

Ebola: SC Senate Medical Affairs

The Medical Affairs Committee met on October 16th with Healthcare officials to discuss the Ebola virus and the steps being taken to monitor, track and prevent it’s spread in S.C.  Thornton Kirby, President of the S.C. Hospital Association, and Catherine Templeton, director of DHEC told the committee that their goal is prevention.  They are also strictly following guidance provided by the federal Centers for Disease Control and Prevention.

Firstly, there  are no known or suspected individual cases of Ebola in SC. Widespread outbreak is even more unlikely, as South Carolina and the United States in general have a low risk for an epidemic. However, hospitals across the state are very much on alert and being trained for the possibility that the virus is contracted.

S.C.  healthcare providers are being taught a consistent message: Identify an Ebola patient, isolate them, and communicate with DHEC immediately in order to facilitate a rapid response. “The state would decide how best to treat an Ebola patient on a case-by-case basis,” Templeton said.

Right now, tests are being facilitated across the state that are similar to the “secret shopper” approach many restaurants use. Senator Hutto recommended that these drills be conducted in a way that no one knows it’s coming. “You never know if the plan is going to work until you really test it,” he said. These drills will be conducted at random to ensure everyone is properly equipped.

REPUBLICAN LIBERTY CAUCUS FILES FREEDOM OF INFORMATION ACT REQUEST

Last week Greenville County citizens found out that, if the sales tax referendum were to pass in November, they would be subject to a brand new grocery tax. This is in direct contradiction to the assurances given by members of County Council and to the claims made by the SC Realtors Association in a recent mailer.

What did they know, and when did they know it?

The Republican Liberty Caucus of Greenville has filed a FOIA request to find out. We have requested all communications by County Councilman Butch Kirven that are relevant to the sales tax referendum and the grocery tax.

“People have a right to know what it is they are voting on, and whether or not their public officials have been misinforming them, and if so, why,” says Justin Alexander, a member of the RLC and the citizen who filed the request. “And we are going to find out.”

The RLC of Greenville remains committed to keeping the citizens of Greenville informed on this issue, and to opposing the sales tax referendum.

dewSouth Carolina’s Improving Economy Allows DEW to Make Second Early Unemployment Trust Fund Loan Repayment This Year This payment amount more than doubles the payment sent in April

COLUMBIA—The SC Department of Employment and Workforce (DEW) today announced it made a second early voluntary payment of $126 million to the federal government for the agency’s unemployment trust fund loan, saving the state $660,000 in interest.

The early payment will also allow the state to apply for a fourth consecutive Federal Unemployment Tax Act (FUTA) credit reduction. If approved, the FUTA credit reduction will avoid higher federal unemployment taxes for South Carolina businesses.

“Today’s announcement that DEW is making its second early loan payment this year – saving our citizens a combined $2 million in interest – is tremendous news for South Carolina’s businesses and taxpayers,” said Governor Nikki Haley. “This is the kind of commitment to responsible government that the people of our state expect and exactly what is possible when a state experiences the level of economic success we have over the last four years. It’s a great day in South Carolina.”

“The ability to make an early loan payment of this size is directly tied to the Palmetto State’s improved economy,” said DEW Executive Director Cheryl M. Stanton. “With more people working and less people receiving unemployment benefits, we have been able to use unanticipated, additional funds to pay down the debt the state incurred during the Great Recession.”

When the 2014 unemployment tax rate was set, the federal government estimated 1,968,209 South Carolinians would be employed. As of July 2014, 2,043,602 people were employed in the state, leading to additional tax collections.

Moreover, South Carolina paid more than $57.2 million less in unemployment benefits between October 2013 and August 2014 compared to the same time frame during the previous year.

Following this month’s early payment of $126 million combined with April’s early $60 million payment, the outstanding balance on the loan is $270 million. To date, South Carolina has repaid more than $706 million of the $977 million borrowed from the federal government, and is still scheduled to repay the loan in full by the end of 2015.
